Abia state civil servants may end up suffering in 2018 [See Reasons]
A talented Abia citizen discloses the reason why civil servants in Abia state may ended going hunger in 2018. See what the writer said below:
“A year that possesses the potentialities of a great turn around in the lives of Abians who no doubt faced a very unpleasant year as a result of the insensitivity of the Abia state government due to nonpayment of workers salaries as at when due resulting in the government owing civil servants and pensioners between 5 to 15 months arrears.”
“Many have wondered how a governor will go to sleep knowing that his subjects are hungry, in as much as we appreciate the challenges of a dwindled income in an economy just coming out of recession but the financial accruals in the year 2017 cannot in any way be said to be commensurate with the rate of work done by the government in the year 2017 just ended.”
“In December 2017 the Abia state government netted in 2.7 billion naira from the federation account allocation committee, while the sum of 1.7 billion naira came in through the joint account allocation committee, the 13% oil derivation fund gave us 473, 275, 375.89 million naira.”
“The state government within the time in review had an inflow of 1.5 billion naira through internally generated revenue, at its present growth rate excluding leakages, while the Paris club refund saw the states account having an excess of 5.7 billion all in December 2017.”
“All the accruals put together leaves the state with a sufficient liquidity ratio of 11.9+ billion naira within the month in review (December), with all these financial inflows I am yet to come to terms with the reasons why the Abia civil servant will celebrate his/her Xmas, hungry, angry and in tears, if not for the ill-intentioned abetment of the leadership of the Nigerian labour congress and the Abia state government.”
“While it has become recurrable between 2015 till date under the watch of Dr. Ikpeazu, that the Abia civil servant and pensioner must go home hungry and beggarly after putting in 23 active days in service, the obvious truth is that the Nigerian labour congress, Abia chapter led by Comrade Uchenna Obigwe has become a willing tool in the hands of Okezie Ikpeazu’s administration, having entered into an unholy bargain that gave Comrade Uchenna Obigwe an unconstitutional two years extension against the rules and regulation of service thereby compromising his stand and that of the leadership of the organization.”
“Though very eccentric, to set up committees before a constitutionally streamlined legitimate efforts of a people are remunerated, I can state without equivocation that the Okezie Ikpeazu led government has been the only administration that had worked closely with the NLC leadership by including them into salary disbursement committees supposedly meant to give the Abia worker a feeling of being carried along, but truth is that the outcome of such partnership rather than benefit the Abia worker has turned to a means of self-enrichment for comrade Uchenna Obigwe, his exco and the committee members each time funds were released for the purposes of offsetting workers salaries.”
“By the rules and regulations of the NLC the only window open for extension of service is through contract appointment, but statutorily, no one is qualified for this unless officially retired which is not the case as it relates to the tenure extension of Comrade Uchenna Obigwe.”
“So what forms the basis for the extension granted Comrade Obigwe by Governor Ikpeazu, if not for some unethical motives, why would the governor go against the intendment of the rules of the service which has no place in the scheme of service of the organization?”
“Why is it that Dr Okezie Ikpeazu PhD, Comrade Obigwe and the salary disbursement committee always come up with excuses as to why salaries cannot be paid despite receiving monies for same purposes from the federation accounts?”
“Why is the labour congress finding it difficult to protect the interest of the secondary school teachers who were paid last by May 2017, why can’t the comrade Obigwe led NLC protest the over 15 months pensions owed civil servants, why would salary issues of ABIA POLY, ABSUTH, and other parastatals and agencies remain perennially unresolved and the staff of such agencies are being owed between 8 to 13 months salaries with the Comrade Obigwe led NLC doing absolutely nothing about it, why is he always very quick to go on solidarity visits to the governor each time a section of the Abia workforce or pensioners go on protest over unpaid salaries and wages?”
“Why is it that under Governor Ikpeazu and comrade Obigwe’s watch, Abia civil servant and pensioner have gone home hungry, malnourished, uncared for and abandoned by the same organization that he/she has been paying his dues in, and is constitutionally empowered to conciliate in industrial disputes and issues of salaries and wages.”
“Whose interest is comrade Uchenna Obigwe protecting, that of the Abia civil servant or the state Government?”
“Until we get answers to these posers, the Abia civil servant will continue to go hungry, beggarly and unprotected by the union while Comrade Obigwe and members of the salary committees interests and businesses will keep running smoothly.”
